How do you keep volume levels on each song you make at home consistent on a cd or is there a program you use to do that?If so what are some recommendations?

A mastering Engineer.
Or a stereo master compressor.

I agree w/ the others. Not only will a mastering engineer get the levels consistant but they can get the levels up enough to compete with recent commercial releases and get the CD in its entirety consistant and help with many other problems that may exist. DRT is an analogue specialist while digital domain is a digital specialist.

And there lies the problem. Even the mastering engineers are cringing everytime they get a new customer that says "I want this to be the loudest CD out there man". Music no longer has dynamics anymore, it's all about volume. I know thay have to make money, but I would be really happy if pro mastering engineers would simply say "no, I will not ruin your music".
Just get yourself the Waves L1 Ultramaximzer and you too can ruin your own music. You should read some of the discussions at the EQ Magazine Pro Forum or Rec Audio Pro about this issue. Pretty well everyone with ears are fed up with it.
Okay, there's my rant for the day. sincerely, no offense to you Bob or anyone else, just needed to be said. :)

Check out "largo", a CD by Bill Rieflin and Chris Connelly. A 98% acoustic album and in the process, Bill (musician and engineer) had to make it a quieter master to retain the dynamic qualities. Some people are still concerned with quality over volume, just got to look in the right places!:-*
