Always music. Every band I've ever worked with comes up with a jam (or idea on multi-track), then shows it to the singer who gets an idea and does a vocal. Sometimes the singer will get a melody then take out his lyric/poem book and try dozens of pre-written things to find lyrics that work. Sometimes he/she then alters some words to make it right for the music. But I've yet to meet anyone that actually does words/melody and then writes the music around it. That's real tricky, at least for me. Tried it once but it felt like thinking backwards, I got confused, and quit trying! :-)
