I found out about UPC codes one time while I was browsing at Amazon.com. If you would want to sell your CD's at Amazon, they require a UPC code. They provided a link to the UPC code site and I checked it out. If you want a UPC code on your CD, it costs $500.

Like BH said, some of the smaller local music stores will usually sell CD's without the code.
