Try using an Editing software package which imports and exports MP3 files (Cool Edit Pro, for example). Or you could convert the MP3 file into a WAV and then edit it and then recompress it into MP3 files again. To see what Cool Edit Pro is check out: www.syntrillium . You could also use MusicMatch to do MP3->WAV->MP3 conversions.
Transfer to analog tape would not be the best idea. The combination of analog tape and MP3 compression will all but destroy the audio.
Personally, I would decompress the file into a WAV file using MusicMatch and I would edit it using your favortie wav editior and make CDs from the WAV file (16bit/44.1KHz sampling/stereo) and I wouldn't bother going back to MP3 format unless you need to have the CD contain MP3 files.
