You need a damn fast computer with some sort of capture card. Depending on what you're looking at doing, a program such as Adobe Premiere works great. A good capture card will run between $300 and up. For dinking around you can find them at any price/quality. Syncing audio to video isn't all that complicated. No more complicated than syncing audio to audio. SMPTE timecode is used. Adobe Premiere has multitracking capabilities, so you can theoretically do all of your audio and video in that program alone and not worry about syncing. Vegas Pro will write to video formats, so you can also do your audio in there and have it synced to the video. A lot of audio programs will sync to video, but you still need to "mate" them up elsewhere. Hope that helps. Vegas Video is supposed to be pretty good too, but I haven't tried it out yet.
