I don't have the capability of testing this theory but I know that the filter required to remove the high frequencies prior to downsampling doesn't work well with imperfect ratios. It works by delaying one sample into another and averaging the 2, then dropping out one of the samples, if there isn't an even ratio to follow, then some slight artifacts can be introduced to the high frequencies.
