There's always the ancient standard PKunzip. I'm
sure there are good Windows zip programs that'll
do the same thing, but in any case, PKunzip (or
its derivatives) will let you pack many, many
files into one and then let you turn that one
file into a self-extracting EXE.

Burn the EXE, copy it onto your HD, change its
read-only switch, run it, and poof (hopefully) all your
old files will expand in a jiffy.
