It is a AM modulator that works like AM radio - except you hear the "carrier" - confusing right? Read on.
In AM radio the voice (music, etc) causes the radio wave (called the "carrier") to turn up & down in volume according to the voice wave (it "modulates" it). When you get the signal at your radio, the radio wave is trown away leaving just the voice.
In a vocoder, the voice modulates a guitar waveform (for instance). (the voice waveform causes the guitar waveform to turn up and down) The difference is that the guitar sound is not thrown away making the guitar sound like it is talking, singing, etc.
"It's a voice synthesizer" is not really true - nothing is synthesized.
