Cher's tune was done with the Anteres Autotune Plug-in.
SBob hit it pretty close. A vocoder takes track A (usually voice, but can be anything) and applies track A's dynamic to track B (usually a synth sound). The most common use is for robotic voices. Cylon Centurians from Battle Star Galactica (I just aged myself, but that show rocked!) The most recent example would be the Beastie Boys.
