Most audio cards will come with some sort of software. Usually a stripped down or demo version. Most software packages don't come with cards... sorry if I was misleading.
Most cards have either RCA, 1/4", 1/8", and/or digital i/o. Most cards are line level and therefore require some sort of pre-amp stage...i.e. mixer, pre-amp, channel strip, etc.
Some programs have CD burning capabilities, most don't. Wavelab 3, Samplitude 5.5, SoundForge with CD Architect are a few that do have CD burning capabilites. There are plenty of great CD burning programs out there. Your CD burner should come with a program to burn.
I use my 4 tracker mixer section when I record direct to PC. I also track to the 4 tracker and then dump to the PC.
For your needs, it looks like the Dman 2044 would be a good choice. 4in/out. No digital i/o. It doesn't come with any software other than drivers, however.
Mastering... see my post to BigD's question about compressing.
