Whip out 8 bands of parametric EQ and start slashing away. I've mastered 100's of tapes that were from recorded phone conversations. There's not much you can do about the low quality sound. Knock off the low and the end. Find the tape noise bands and cut those also. Compress and then eq to cut out any additional noise. If possible, try producing the finished product. In other words, have narration and only include pertanent areas from the recorded conversations. Doing that will give you a much better end product. Even if the final product is predominently recorded conversation, you should edit it down.
