editing software is what you use to edit (effects, trimming, cutting, etc) waveforms. multitrack software is what you use to record and mix multiple tracks of waveforms. sequencing software is a programme that you use to put short clips of audio in, well, sequence -- aka, a tracker. it's like a drum machine.
